A scanned PDF is really just a photograph of a page stored inside a PDF file - there is no underlying text to copy, only pixels. A basic converter produces an empty or broken spreadsheet from a file like this because it cannot find any text to extract. Formatting details matter as much as the raw numbers. Not every PDF that needs converting is a clean, high-resolution office export. Some are photographed with a phone at an angle, scanned from an old fax with faint print, or built from several tables squeezed onto one crowded page. OCR still attempts to read all of these, and results are generally strong for printed numbers even when the scan quality is mediocre, though very faint print or unusual fonts are harder to read reliably than a clean, well-lit statement. For the most accurate spreadsheet, a straight scan with the full page visible will always convert better than a blurry or cropped photo.
